Too many blacks are lumped into one congressional district and some are calling it racial gerrymandering.

New plans must be in by September 18th with the assistance of the special master. The Third Congressional District has too many black voters, thus diluting their voting power elsewhere. A lawsuit was filed accusing the General Assembly of racial gerrymandering.
