California state budgetGov. Jerry Brown announced on Sunday that California is the first state to define the “yes means yes” rule when it comes to sexual assault allegations and the steps to investigating them on college campuses.

The legislation portrays silence or lack of resistance not constituting consent. Under the bill, someone who is drunk, drugged, unconscious or asleep cannot legally grant consent.
